Recyclable plastic bag for frozen fish products retail

I am working for a fish processing company and we pack frozen fish into retail bags - destined for the supermarkets. Our bags consists of two plastic layers Polypropylene (20 micron) and Polyethylene (60 microns). We were told that the two layers make the bag non recyclable. Does anyone know about research on that subject. The bags need to protect the fish from freezer burn and have at the same time an attractive appearance - colour printing. Would that be possible with only one layer? Thanks in advance for comments.
