Why is There No Small Quantity Molded Pulp Packaging?

Good morning GP experts!
I'm looking for a lead on 200 generic molded pulp boxes that will fit 3 standard size water bottles. I've researched many companies, but they all have minimum orders of thousands / tens-of-thousands / or hundreds-of-thousands. It's hard for me to believe that I cannot get 200 boxes that will fit my project. Can I not use one of their previous molds? Isn't that being more green, by reusing an existing mold?
These are for one of our largest client's promotional pieces. The client is a bio-friendly water bottle company and the boxes are going to potential distributors - so our quantities are not high.
The material is a must for us because the product is entirely biodegradable and a true green product.
So far I've contacted these places, but they cannot accommodate the "smaller" order:

Low volume pulp containers
Tim Lobzun...http://www.pulppackaging.com/index.html Try these guys in Alberta Canada - They advertise as low volume but I am not sure how low is low - I think the issue may be that unlike corrugated packaging (Which may be a creative option) an actual mould must be made to mold the package - You might luck out and find someone that has one. Hope it helps.

robin tremblay...yes we specialize in low volume 100pcs plus with a low cost onetime design setup cost 250.00 to 1000.00 . our unit cost on 250 pc is around 1.00 and we design them to nest so that freight is very reasonable

Depending on the size of the water bottles you want to send (by "standard" do you mean 1 gallon?); perhaps one of these suppliers has an existing mold or actual component. Most of these make wine cradles, "on the shelf" jar cradles, etc.

My name is Bill Noble and I am Vice President at EnviroPAK. Hopefully I can shed some light on this for you. Most manufactures request large volumes, in the tens or hundres of thousands, for 2 primary reasons.
1. The most important for end users like yourself is justifying the cost of the molds. Lets assume that a mold is $10,000. Based on your volume of 200 pieces, the tooling cost alone per unit is $50!
2. From a manufacturing point of view, 200 pieces could be produced anywhere from 1 minute to 15 minutes. It would take longer to change the tool than it would to produce the parts, which as you can image is highly inefficient and costly.
My company lists minimum annual quantities of 100,000-250,000, which is at volumes that our customers/prospects seem to be able to justify the tooling cost, while at the same time we are able to produce cost effectively.
Hopefully this helps make sense of the minimum requirements. Lastly, if you are merely looking for a "box", can't you utilize a kraft corrugate box? It can be recycled, requires low entry costs, small volumes such as 200 can be accomodated and is considered green. Just a thought.
