Showing Electricity and Waste are down per unit when Sales are UP?

Hello Everybody,
I'm trying to figure out a method of allocating electricity consumption and waste produced to sales. To better understand what I'm asking you may need to know where the problem originated. When sales are up the electricity and waste are "naturally" up as well, because productivity is up. If efforts are made to reduce the energy usage and waste land filled, but these two variables still increase due to increased productivity, how would I track a "per unit" decrease in energy and waste? What variable would I use as the "per unit"? The industry is label conversion. As many responses as possible are welcomed. Thank you all for taking the time.
